Case Study- CAREWare, State of Michigan
The Challenge: The Michigan Department of Community Health (MDCH) needed an Internet service to manage the servers that collect data from HIV clinics across the State. MDCH uses the CAREWare system to collect data from these clinics and requires secure hosting services to ensure the sensitive information are collected and managed with the highest regard for privacy.
The Solution: A.J. Boggs’ web hosting service, IXN®, manages the production and testing services for MDCH’s CAREWare service. This open source Electronic Medical Record (EMR) product is used by providers across Michigan.
The US Health Resources and Services Administration (HRSA) funded the development of CAREWare and has created other tools to ensure the success of these efforts. For example, A.J. Boggs used HRSA funded software to create algorithms to generate Unique Identifier Numbers (UINs) to ensure anonymity of clients in the systems. (See our UIN Calculator.)
The CAREWare service is hosted in a secure data center with fully managed servers, including data backup, firewall, application monitoring, database administration and HIPAA compliance.
The CAREWare software uses Microsoft’s SQL Server 2005 database system (see the CAREWare System Administrator’s Guide for more details).
Results: The State of Michigan’s HIV clincal care and HIV prevention records are now hosted on the same data server. Managers are able to focus upon program management with worry-free outsourcing of information technology (IT) management to AJBoggs. The CAREWare servers and databases are secure and the statewide HIV clinical data collection service is running smoothly. The success has been so great that the remaining major medical center in Detroit has recently agreed to move to AJBoggs' CAREWare server. Now ALL of Michigan's HIV Clinical care information is in a common database, which will improve the program managers' ability to analyze, aggregate, and drill for profound knowledge.
